2026 Hillendale, Overlea and Parkville Revitalization Information After successfully creating a task force and incubating the Essex Community Development Corporation to revitalize the Essex community, the Chamber now has been asked to help reimagine other local communities in eastern Baltimore County, including Hillendale, Overlea and Parkville. These three communities--areas where we want to ensure continued health and vitality--have been designated by Baltimore County as Commercial Revitalization Districts and by the State of Maryland as one Sustainable Community. To date, renovation projects have been funded through grants from the State of Maryland and Baltimore County. The Chamber is continuing to explore funding opportunities through governmental programs, foundations, and additional sources to ensure the continuation of this important work. Facade Improvement Grant Program The 2026 OP (Overlea and Parkville) Facade Improvement Grant aims to create investment in and improvements to building exteriors. By aiming to create an attractive and inviting commercial/retail area, the businesses in these districts will be contributing to the economic vitality of the community and promote regular use by visitors and residents. Through this grant, funding is provided to cover costs associated with approved exterior renovations.
